Now why is that?
Because when it comes to flashing, no-one, not even the flashers, know what the hell is going on.
And the women who get flashed don’t even know how to react. Some will laugh, some will get offended, some will report the matter, some won’t.
Judges are likewise. Some will mete out a heavy sentence, some will send the perpetrator for treatment instead.
And the police whose job it is to keep the streets safe from flashers, have got it exactly wrong. The criminal code says exhibitionism is an “intent to offend”, whereas everyone else knows that all the poor old flasher really wants is to get attention.
And that leaves the researchers, who should know, but don’t. They get so bogged down in theories and studies that they can’t see the forest for the trees. There is in fact hardly any consensus amongst researchers about this subject.
